Hi,

By default, access to properties for any of network connections (including
enabling/disabling of connection) are disabled for non-administrative users.

How this can be enabled by using windows security configuration or whatever
?

You can try to manage this with Desktop Authority (
http://www.scriptlogic.com/products/desktopauthority). Its client image
instance located on client machines runs under 'System' context. So you can
enable some functionality on user logon even if user doesn't have enough
priviledges to manage this by himself.
