I'm trying to ActiveSync to Exchange 2003 from an Audiovox SMT5600 with
Windows
Mobile 2003.

I've created my own (wilcard) cert for the Exchange server
and added the CA cert to the root certificate store on the phone.

Exchange server is: macnine-name.department-name.organization.org
Certificate is for: *.dapartment-name.organization.org

I get: Error code: INTERNET_38
Synchronization failed due to an incorrect SSL certificate common name ...

IE on WindowsXP does not raise any warning messages with the wildcard cert.

Is there a way to enable Windows Mobile 2003 to accept the wildcard cert?

No Windows Mobile 2003 does not support wild card certs.
