Who pays for a SSL cert?

OK, so I've been doing web design part-time.  Recently I've had a few
people approach me about setting up sites which allow the user to pay
for stuff online, therefore I am having to find out about the exciting
world of SSL and payment service providers.

My question is that who pays for site certs?  I have a reseller hosting
account, and charge my customers for hosting and support.  Should I pay
for the cert, and charge on, or should the end user register and pay for
the cert?

In addition, can anyone point me to any references about running a
design / hosting business?  The way I do things at the moment is very
casual, but I want to start having proper contracts, quotes, TORs etc.
And this applies to the hosting side of things too, including providing
support and admin (I often make more money from this than the original
design fees).

Any info would be welcome.
