I have a client who would like me to install a backup server on a
Virtuozzo based virtual server (running Fedora Core 4). The ISP tech
support (startlogic) seem either malevolently passive aggressive or,
more likely, simply completely clueless on how to allow gcc to be
installed or used on the virtual host server-- they just tell me that
I have free rein (sure, like I can insert a CD and boot to it) and to
do it myself.
What I do have is FTP and an SSH terminal. Anyone know of a
compatible tarball for GCC and libraries for Fedora Core 4 on
Virtuozzo anywhere? Tthis has to be installable on a Linux virtual
host with nothing much but shell, PHP, and Perl support presently,
with actively unhelpful admin of the machine itself?

That's how virtual servers work. You get full control of your server,
but you have total responsibility to install what you need on it once
the OS is running. It means a lot more responsibility and a lot more
work on your part to administer such a system. Their tech support is
limited to helping with problems such as hardware failures, won't boot,
As for a copy of gcc - did you try gcc.gnu.org?
