Encoding it in UTF-8 gives you 11000010 10100011, hex C2 A3.

which would display as 'ﾂ｣' if the document character set was
incorrectly set to ISO-8859-1.
If I understand the HTML standards correctly, including this tag as the
first <meta...> tag in the head of your page should do the job:
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8">

Overture is serving results to you in UTF-8 encoding, but the page on
which you are displaying them either has no encoding specified or is being
served in win-1251/ISO-8859-1. Change the encoding of your results page
to UTF-8 and the ﾂ｣ sign will display correctly.
You can either set up your webserver to serve your page with a UTF-8 HTTP
Content-Type: text/html; charset=UTF-8;
Or you can add the appropriate <meta> tag to the <head> section of your
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />
