Can anyone tell me, if there is a specific domain name I want, but
don't know yet exactly if I need a multi-page site, or just a page, can
I register a domain name somewhere, to be certain it will belong to me,
and create my web page or whole site later? Would I have to use the
site that I registered my name with or could I take the name anywhere
for hosting? Is there any particular sites I should consider that
would give me the least expense for securing it long term?

Yes, you can register a domain name for under $7 a year. This is so
cheap that I have registered domain names (and hosted them) just as a
prank. You can buy a domain name from tons of places for $7 or under,
but make sure they say that is the price going forward, not an
introductory price. Of course you are free to move your domain name
registration anywhere you want before the year is up.
You can also host it anywhere you want, but you will find hosting to be
a bit more expensive. Very cheap plans are $3 a month or so. You
might even find some cheaper or free, but typically the low end hosts
are not very good. If you are running a business you can expect to pay
over $10 a month for reasonable hosting of a small site or much more
for sites that use a lot of bandwidth.
