Very short sighted, IMHO. Making a high threshold means they already
have a fair amount of concerned ISPs blocking their IP address.
I changed hosting companies a while back and ended up with an IP address
which had been blacklisted (not the hosting company's fault - they took
action very quickly). I had to contact a couple of companies who had
blacklisted my IP address and they were very understanding (the only one
I had problems with was MSN - which, unfortunately, my mom used). But
because my new hosting company good at handling spammers, I had no real
problem getting removed from the blacklists.
If all ISP's acted this way things would be much easier.
