mod_rewrite question

Here are the contents of the .htaccess file on my development server:

RewriteEngine On
RewriteBase /
RewriteCond % !-f
RewriteCond % !-d
RewriteRule . /index.php [L]

Options -Indexes
DirectoryIndex index.php
Order Deny,Allow
Deny from all
Allow from

The idea is to have index.php process all requests.

The problem is that this,


Causes a 403 forbidden message saying "You don't have permission to
access /edit/user/genericfile.txt on this server."

I read some stuff in the mod_rewrite doc that says url replacement
happens before authorization checking and some kind of lookahead is
needed, but I didn't much understand what to do about that... there is
no such thing as the "/edit/user/genericfile.txt" file or directory or
anything else on the server... it's a virtual path that gets
translated by the index.php code.
