CGI scripts will work fine on a Windows web server. Since the OP is
writing his CGI scripts in C++, one would assume that he wants to upload
compiled binaries, in which case the OS matters.

BTW, Apache isn't specific to unix.

CGI is a standard interface between http servers and external
programs. It is platform independant.

Basically it involves sending data from the http program through
<stdout> and receiving back input through <stdin> which is then
delivered by the http program.

Any external program can be accessed via CGI so long as it can
transfer data through <stdin> and <stdout>, eg:

Perl, compiled C, compiled C++, compiled Clipper, Unix shells and many
many more....

Woe to him that willfully innovates, while ignorant of the constant.
