small provider that provides me some limited web space and POP
access. For this I pay $28.50 / month. I'm thinking I could do this
a lot cheaper. Plus, I pay a yearly registration fee through Network
Solutions. I don't need a lot of web services, primarily just
somebody to provide POP access and host the domain name.

You can literally pick *anybody* to offer that to you. You might be
able to get just POP email for free if you look around, but paid
providers for even a small amount of disk space with full features,
decent bandwidth and a lot more services, will likely be in thr $5/mo.
range. You are definitely paying a crazy high amount for a small
amount of web space and email. With your requirements, your options
are quite literally wide open.
Also, consider switching to a registrar like GoDaddy, as domains are a
lot cheaper than NetWork Solutions (netsol is one of the oldest, but
more expensive and less feature rich registrar's). In fact, you could
get email service and space from a registrar, since you don't seem to
need a lot of features. That might be free or cheap, but for a price,
a real web host is usually better. Still, you should have no problem
finding something good.
