I have a page with reciprical links that has a google page rank of 4.
On the page there are a number of links to sites that have a page rank of 0.
I would like to know if I should remove them and just keep the higher ranked
sites or are all links useful in maintaining your rank?

The purpose of your page of links should be to provide value to your
visitors.  You should have links to those places that you believe
helpful to your visitors and not have links to places you don't value.
You should not only provide links to places that give you recipricol
links.  If someplace is worth linking to, then link to it whether or
not they link back.

You should break up the links page and place all the links on pages that
have content related to the subject of the page being linked to. Anything
else is just tinkering around and won't make much difference.
