I'm looking to build some inbound links to a few sites and have been
advised to look into buying text links. the problem is that this advice
didn't come with any recomendations for where to buy these links without
getting ripped off or connected to some kind of linkfarm or link
spamming stituation.

I would be happy to look for relevant sites and email webmasters asking
for a link (even offering to pay 'em for their time and trouble), yet
I've read plenty in forums and Usenet to know that such emails are
deleted unread by most webmasters.

Given that, what do you more experienced people do to grow inbound links
from relevant (or at least semi-relevant) sites that have PR3 or 4
reasonably quickly without having to spend much money.

Indeed. Most people who are interested in selling links will usually
use a broker, like TLA.

Have relevent content that people are likely to link to. There isn't
really any other way of doing it. But, assuming you have the content,
then there are ways of encouraging links. Having a "link to us" page
with graphics that people can download and use on their site is
something that can work quite well - if your site has a good
reputation among its users, then they'll often be quite happy to
express their approval by providing a link. If your site is relevent
within a certain industry or business sector, then sending press
releases to the sector media is often useful - they'll often publish
it, or extracts from it, on their own news pages and they often have
good PR.

Overall, though, you should see traffic and pagerank as being two
sides of the same coin - as one grows, so will the other. Trying to
drive traffic to a site by artificially inflating the pagerank won't
usually work very well. But, on the other hand, as traffic grows, then
so will pagerank, as people will naturally link to your site if they
use it enough or want to refer to it. If you've got a new site with
little or no traffic, and you want to increase traffic quickly, then
something simple like purchasing advertising with Adwords is usually
the best option.
