I have one site that is a PR2 - it has about sites that have my link
on it. It's only a few years old and is dead. Nobody visits it
I have another site that is a PR0 for the last several years. I have
4-7 visitors who post messages per day. My link is on page 2-3
websites with a pagerank of 3-4 that are of the same content. I'm not
banned from google or anything like that and I place under 30 in the
search engine when searching my keywords. Can anyone explain to me how
to get a higher pagerank with a good site?

First, do you own hhhhhhhhhh.com ? If not, why are you using it? And no,
"doesn't exist" is not the right answer. The only right answer is that you
replace hhhhhhhhhh.com with something ending in .invalid, for example:
Second, without an URL it's hard to say anything about your site(s).
Third, a better place might be aise (alt.internet.search-engines), so I
set the follow-up to to that group, just subscribe to it, no need to
repost your question since it's included with this one, which now has been
cross posted to that group, with a follow-up to header.
