Google does not control what Referer header gets sent to visited sites
listed on its pages. Clients do.
It is possible that a router on the way to your server, or your server
itself, is stripping the Referer header before it is logged. But there's
no real reason to do this, that I am aware of.
The technical axiom that nothing is impossible sinisterly implies the
pitfall corollary that nothing is ridiculous.
