Frames is not ideal.

1. Frames are not SE friendly, as SEs work on URLs - thus the frameset can
lose out over a simple page.

2. Unless the sites are very similar (with consequent duplicate issue
problems), they are a very rigid way to do things, and you may end up with
rendering issues with a site or two in a browser or two.

Better solutions, in most cases, would include:

1. CMS
2. CSS
3. SSI
