   I have page that will have several banners on it, currently inserted
with an AJAX banner rotator.

   Some of these will need to be flash, I don't think they will be complex.

   What's the simplest or easiest way to embed a flash banner that won't
look broken if flash is missing or wrong version and give basic
functionality? The web is awash with variations.

The most compatible sites I've seen (in my own experience), is to use
JavaScript to try and determine if the person's browser has flash or
the right version if you need to check that, and if it doesn't, it will
output whatever data you want to instead.  That has been the best
overall method that I've seen for many years.  Something has to grab
that information from the browser to see.  I don't know what other
options there are besides JavaScript, as something server-side would be
better (I just don't know if that info is output -- I've never checked
since I always avoid flash as a policy).
