It seems to me that there are many ways of doing this. Anyone have
any familiarity with this?
This looks to me that this could just be a two column html layout,
with a table of contents in a collapsible left pane and previous next
jump links at the top and bottom, along with the chapter and page
number. But what do I know!

They want to make the ebook into a website? Forgive me if that is a wrong
impression but it is how it sounded since you mentioned using an HTML
Is this an ebook they have or will have written?
I would suggest if they have not written it yet (or even if they have) to
get the OpenOffice.org writer.
I tried many other 'pdf converters' before finding OpenOffice and I am
sorry that in a way I wasted my time with the converters.
