It means you don't understand the difference between a website name
and a domain name.

A domain name can be used for anything, or even nothing - it doesn't
have to have an associated website in order to be registered. If
someone has registered a domain, then they have the ability to run a
website on that domain, but if they choose not to then that doesn't
mean the name is available for anyone else to use.

Checking for a live web site, or even a whois check for that matter,
doesn't mean it's available. Ultimately, people sometimes have to find
out the hard way that it's not available (when you go to register it
and see it's already taken).

Either the person who registered the name doesn't have their site up
yet, or
The site is inaccessible for some reason, or
They are using the name only for mail, or
It was registered by a speculator who has no intentions of ever putting
up a web site.
