In the end we settled for cookies. Not perfect, but, we don't allow
anyone onto any of our sites with cookies disabled. We have an ID
inside the cookie which we track, and can ban. Yes, the could clear
their cookies, but it stops the majority of abusive posters dead in
their tracks so we're happy.
