- Can't access cgi-bin file

I recently started to host a new client. I cloned the site by making a
cPanel backup of the site and restoring it to the new server.
My problem is that I'm getting 404's when I try to access
/public_html/cgi-bin/FormMail.cgi. I'll be damned if I can figure out why.
I am using <http://www.alsglobal.net/order_legal.html to post to the script
<form method="post" action="http://www.alsglobal.net/cgi-bin/FormMail.cgi ">
I can see the cgi-bin folder and I can see the script with my ftp client,
but, when I try to post to the script, I get a 404. I've tried changing the
form's action path to:
cgi-bin/FormMail.cgi and /cgi-bin/FormMail.cgi and ./cgi-bin/FormMail.cgi
and ../cgi-bin/FormMail.cgi, all to no avail.
If you try this using the file 'order_legal.html' to test this, bear in mind
that there's no form verification, so there's no need to fill out the form
to submit it.
The site tree looks like:
/ancillary files/folders (site overhead stuff)
Can anyone figure out what's going on?
