if they are ascii, UTF-8, ISO-8859, etc?
I could be wrong, but it seems to me that the BOM sequence at the
start of a file is not a 100% reliable way to determine the encoding
scheme of the file, if it is unknown whether the file contains unicode
or just 8 bit characters.

Unless a file structure has a specific way to indicate its character
encoding that is written into the file, there is no reliable way to
determine how a file's content is encoded, or even if it is a text file.
