I have a host and the HD crashed with 100 of my sites on it. IIs there a
way I can delegate other IP number on a different server so if this
happens again when the site url and email is needed and not there at the
primary and secondary IP, then it will go to another server I have

This normally requires some kind of front end server to direct the
traffic to the working server.

Alternatively, you could have another system which detects if the site
is up or down, and if down, changes the DNS records.  However, this
suffers from problems with the DNS records being cached, causing
potentially long delays before the updates get to the client.  A short
TTL will help, but will place higher loads on the DNS server,
