I have a site that is updated a few times per month, but not on a

I would like to offer visitors a way to sign up for email alerts

RSS would probably be the thing for you, especially if your list of new
items is in a database.  It depends on what you have on the server, but
generally googling for server side language rss will get you started.

I use 1-and-1 hosting for a number of sites. They have a newsletter tool as
part of the package, which is free for upto 1000 newsletter mailings per
month. You'd still have to manually add your new content urls to your
newletter though.
