Is there a system to set up blogs on a large scale like wordpress.com or
blogger? User signs up and gets a blog, and is put into a larger network
blogs. Either it would have a bar at the top of the screen (not a frame)
that offers options like "view next blog", or something like that could be
scripted. Each user would either get a subdomain or a directory.
user.example.com or example.com/user/content/

You could easily accomplish this with Drupal. There is a module that
you can install to allow individual themes for users' blogs. The
scripting bit could be done extremely easily if you want the blogs to
move in sequence. Not much more difficult for random. It might be worth
including a way for users to opt out of being included in the blog
