Any text editor will work I like Notepad. Dreamweaver is pretty good
but don't trust any WYSIWYG editors to create a valid web page. Stay
away from Frontpage at all costs. CSE Lite is a pretty good editor
and it is free for personal use http://www.htmlvalidator.com/lite/.

Everyone has their favorite text editor. I like UltraEdit.

I use Wordpad to edit and WS_FTP LE (about 7-8 years old) to upload.
Before uploading, however, I check all new pages and most changed pages
through the W3C HTML and CSS validators.
