Why MS doesn't allow to use your oun policy module?

Microsoft-provided enterprise policy module.
Enterprise CA gives us ability to use different authentication
algorithms, but why there are so strong restrictions on policy modules?

Can we implement some steps and from Standart CA with my custom policy
module get all the features from Enterprise CA? Or what we should do to
use custom policy and exit modules with Enterprise CA?
