I have users that bring in a laptop and with their authenticated
password from their desktop can do net use and see files. Can I force a
policy to let only OU computers have access?

 Configure Ipsec with NULL encryption,
GPO for DC should include Secure Server (Require Security)
GPO for Computers should include Respond Only Ipsec policy.
