I've had the identical experience and have been unable to either reload the
MSN Toolbar or remove it from Control Panel/Add-Remove. I'm getting the same
messages as NiteHours has received.

I reported all of this to the Help section of Microsoft, good luck on
getting any response.

With all due respect, Boots advice hasn't helped, and it's obvious that
others are experiencing this same problem with no assistance being offered.
I'm reluctant to try the Windows Installer Clean Up program as the warnings
are very ominous, suggesting that if I go forward, the implications may
result in havingto reinstall many other programs.

This is really a difficult situation and there seems to be little helpful
feedback.

I have the same '#gen_deskbar_short_name is unable to load config file'
errors. My problem is only occuring when I am signed on as a user that is
part of a network domain. Maybe this is the same for you? Unlike you I was
able to un-install and reinstall ok. MSN Desktop Search works fine whenever
I sign in as a local user rather than a user that is part of a network
domain. I'm still waiting for someone to suggest a solution ....

OK peeps.... i have an answer for you on this ridiclous problem but I'm not
sure if this is the right way to completely remove it so please use this at
your own risk.

After dealing with this problem for 2 hours i found that a good way to start
was to get to your Internet Options and go to the ADVANCED tab. Find the
"Enable third-party browser extensions" and turn OFF the checkmark (this
stopped the error from occurring when starting IE).

Next run the Windows Installer Clean Up download that is mentioned in an
earlier post and remove the MSN Search Toolbar.

As you know that just trying to reinstall the Search Toolbar doesn't work
cuz it says it's already installed. So finally to completely remove it from
trying to load up with IE or anywhere else and to circumvent the re-install
issue I went into the registry (go to START to RUN type REGEDIT and hit OK)
and searched the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSNAPPS <-- and I
removed this entire folder by right-clicking and hit DELETE.

Once I logged off and back on (or rebooted) it seems to have disappeared and
you can turn on the "Third Party Browser Extensions" if you want again
(mentioned earlier in this post).

Just to be sure it's fixed...and nothing is left hanging in registry I would
suggest you REINSTALL the toolbar again so it's working properly and has all
the proper registry keys and then REMOVE it through ADD/REMOVE programs or
just leave it working now.
