I have seen both. A bad cable and also the S-Video not toggled on cause
the same symptoms.

The chances are that the SCART input is either incapable of accepting an
S-video signal or has not been configured to accept one if it can. In
general they are never configured by default in this mode. I trawl through
the book of instructions may shed some light.
