Yes via outlook. No third party applications used. Can you send any email?

I am having a problem sending attachments through pocket outlook. I am
having no problem sending email and receiving email. I can also receive
email that is sent w/ attachments and open the attachments. When ever I
compose a new email and add and attachment everything is fine and when I send
it, it goes to the outbox and just sits there. I am not getting any errors
by the way. I think there is some problem with exchange activesync. Can you
help me out with this problem?

You have to setup ActiveSync to send out email as soon as you create one.
Goto Start --> Program -->Active Sync then click menu-> Schedule and check
the box called "Send outgoing items immediately"

Then, your email will be sent as soon as you sent one from pocket outlook
