I have a toshiba satellite with win95 installed, but for some strange
reasonnone of the keys on the keyboard are working, randomly pressing the
keys I et the odd ^C ^C ^G^H, but that is about it, I tried to boot the
laptop with a win95b boot disk, with the aim of cd'ing to the c drive and
running scan disk but I cannot move from the A: prompt as no other keys will
work, anyone come across such a scenario with the toshiba satellite? and how
to fix it?

You may have the Control key stuck down (This produces the ^ in Dos.)
Try tapping it repeatedly to free it up.
If that doesn't work plug another keyboard into the PS2 socket (NOT
the USB one). If that works you have narrowed it down to a keyboard
problem.=20
Compressed air can sometimes blow out debris from under keys. Failing
that you will have to dismantle the keyboard.

It sounds like you have a bad keyboard, or it's not properly plugged in.
