I thought that it was up to OEM power management setting, not Windows Mobile
general configuration.
OEM could adjust backlight off time for unlock input screen.
You may make it used by S2U2
(http://handheld.softpedia.com/get/System-Utilities/Enhancements/S2U2-52386.shtml)
that application lock/unlock tool with LCDOff setting.
But I couldn't confirm it may resolve your problem.
