 Is there is a configuration available on ISA to block certain access to
internet during Office hours, ( eg: chatting )
An open up during non office hours.

Like Meinolf said, you're in the wrong NG. However to quickly answer your
question - yes, you can do that in ISA. Look at your toolbox.
