Just a question: Have you considered to make a raster catalog instead
of using mosaic?
Raster catalogs are a collection of raster datasets organized in a
table. Table records define the individual raster datasets included in
the catalog. There are times when it is necessary or desirable to
display adjacent or overlapping raster datasets without having to
mosaic them into a large file. Raster catalogs are designed to avoid
the need to mosaic.

Well, I don't remember if ArcMap 8.3 supports raster cataloges. I
know that at least ArcGIS 9 (all versions from this number) supports
raster cataloges.

Do you have spatial analyst (SA)? Well here is at least a tutorial on
how to use Mosaic in SA, also for 8.3 version of ArcGIS.

You should also know some of the limitation of ArcGIS prior to 9.0
considering rasters :
