I have a TMobile DASH and I have been able to sync it with Active Sync. But
for some reason only the contacts that are on my phone have sync'd with my
PC. None of the contacts that are stored on my SIM card have transferred
over. I thought it may have to do with the Settings but when I select
Contacts in ActiveSync, Settings is disabled.

Two possible options... the latter may save some grief.

Check the programs and settings folders for a "sim manager" this utility
is supposed to allow you to transfer contacts between the card and
contacts, but there have been mixed reports of success.

Personally, my suggestion would be to get a usb "sim card reader" and
use that to transfer the contacts from the card to a file on your pc and
then have outlook import them into contacts on the pc to sync back to
the ppc.
