That depends on the software. The "scp" command in ssh.com's Protocol
2 software actually speaks the sftp protocol not scp, and thus *will*
use the sftp-server subsystem.
OpenSSH's "scp" speaks the scp protocol and so does not use sftp-server.
It does, however, require an "scp" binary on the SSH server, not just
