slow transfer rate with compression

On our LAN transferring a file with scp is about 8Mb/s without compression,
but only 2.5Mb/s with compression.

debug1: Enabling compression at level 6.

I would explain this by the CPU on one of the ends being unable to compress
(or uncompress) fast enough, but -- according to top -- neither processor
was even maxed out during the transfer. What else could it be?

In this example, it is OpenSSH on both sides. Sender is FreeBSD/i386,
recipient is Solaris/sparcv8plus.
