SFTP OpenSSH for Windows

I recently installed OpenSSH for the Win32 platform (Windows NT 4.0).

SSH works fine, but neither SFTP nor SCP does.  I use Putty SFTP
(though I've used the included sftp.exe with similar results) and am
able to connect and enter my username.  When it prompts for password,
I enter that, then receive the message:

Fatal: unable to initialise SFTP: could not connect

Using the SFTP.exe client included with the package I type:
sftp <IP Address of Server>
and get
exec: /usr/bin/ssh: No such file or directory
