rssh sftp-server command forbidden

I'am doing some test with rssh and i have strange restult;
#rssh -v
rssh 2.2.3

    rssh config file = /usr/local/etc/rssh.conf
  chroot helper path = /usr/local/libexec/rssh_chroot_helper
     scp binary path = /bin/scp
  sftp server binary = /usr/local/openssh/libexec/sftp-server
     cvs binary path = /usr/bin/cvs
   rdist binary path = /bin/rdist
   rsync binary path = /usr/bin/rsync
#which rssh

configuration /usr/local/etc/rssh.conf

# grep user1 /usr/local/etc/rssh.conf

user=user1:077:00011:"/usr/sbin/chroot /export/home/user1"

grep user1 /etc/passwd

user1:x:3004:100:test user:/export/home/user1:/usr/local/bin/rssh

The problem

#sftp user1@server give this output
Connecting to server...
Connection closed

Now the log on the server
tail -f /var/adm/messages

Mar  5 15:06:21 server rssh[4749]: [ID 702911 user.error] user user1
attempted to execute forbidden commands
Mar  5 15:06:21 server rssh[4749]: [ID 702911 user.error] command:

It's seem's that tha command is forbidden. Why ?
I have compile rssh with option --with-sftp-server to specify the path
of the sftp-server
# ls -l /usr/local/openssh/libexec/sftp-server

-rwxr-xr-x   1 root     other      29400 Feb 27 12:42
