can anybody tell me if it is possible to use rsa + passwd authentification
in combination?
My aim is verification of the rsa key before the user is asked to enter the
password, so only users with the right key have got the possibility to
login via password.
All I can find is rsa instead of password authentification...

Sorry for the Interruption.
I've found what i was looking for :-)
I just needed to enter a passphrase, when creating the rsa-key to get the
result i want to get.

...but bear in mind that you've got no way to enforce that policy --
as a server administrator, you can't stop your users taking the
passphrase off the key.

With the SSH-2 protocol (but not SSH-1) it is possible in principle to
require both password and public-key authentication. I don't know how
to do it with specific servers, but it's asked quite often on this
group, so you could try
