WinXP Pro, it doesn't let me do a domain login with public key
authentication. When I try ssh using a key it says:
Authenticated with partial success.
Once I give the password it succeeds, but that is not what is required.
Since It works for local system account, so I can say that my keys are
properly installed, even the debugging logs indicate that.
Do you think I need to install some additional plugins for that.

You can't do a domain login with publickey only; the server requires your
domain credentials, which must be derived from your password. You must
either use password authentication, or Kerberos/GSSAPI. This is all
explained in the VShell documentation.
