Another problem that we have tripped up on is the HOME directory being
group writable. Even though .ssh seems safe, it can be chmodded by
someone in the group and so the server refuses to use the keys it

I finally got it to work by creating /etc/ssh/known_hosts2 with the
key and by uncommenting the following in the /etc/ssh/sshd_config:
