Well, the simpler fix is to just use password authentication alone. I
assume you mean you have some reason for wanting to use public-key
authentication as well.
The OpenSSH server considers authentication complete when any single
allowed authentication method succeeds, and does not provide a way to
require more than one. Other implementations, e.g. ssh.com, can require
