/etc/profile is used by /bin/sh or /bin/bash or other Bourne shell based
shells. It's not used by csh based shells, such as the /bin/tcsh commonly
deployed under Linux or some other UNIX variants. If you restrict the users
to specific shells, then it may work, or if you are certain to incorporate
it in your /etc/csh* configuration files as well. But getting such funkiness
to work correctly for all logins is, well, fragile and likely to break other
SSH based applications by spewing error messages or text output when least

Why not run some sort of script doing a "tail -f /var/log/messages | while
read MESSAGES; do { stuff } done"?
