error: *** -lxnet needed on HP-UX - check config.log ***
Where can I obtain the required libraries? Unfortunately, this OS is kind
of old and I
don't think HP provides any software for it anymore.
Any other suggestions?

That looks like OpenSSH, which version are you using?
You can remove the check from configure and it might work, or it might
not. Apparently libxnet is needed for a modern socket interface (see
xopen_networking(7) on a newer HP-UX box).
If it doesn't work, it might be possible to fix it, but it's likely to
be a lot of work. How badly do you want it?
libxnet is part of HP-UX (at least on more recent versions, not sure if
it even exists for versions that old).
