It establishes a TCP connection from bastion to the real target. This
is a common idiom for sshing to hosts that are not directly reachable,
but are reachable from another host (a jumphost). Another option is to
log in on the jumphost and ssh from there to the target, but if the
jumphost is compromised, whoever controls it will be able to read your
traffic, and use your agent if you used agent forwarding.
