exchange algorithms, different than the default list, at the client's
I notice that the OpenSSH client does allow to select lists of
preferred bulk ciphers and HMACs, but I have so far been unable to find
anything similar for key exchange algorithms.

No. There are patches about that allow this but there's no way to do
it in the vanilla versions.
