How to force password change via ssh on Linux?

I need to configure my Linux to force the users to change their
password at first logon. I already set the logind.defs file up with
options MAX_PASS_DAYS to 90.
When I use command: chage user, I define that the password is expired.
So, when a user tries to logon via console, it's asked to change the
password, but when he tries to login via ssh, he receives Access
Denied. I already checked all options on sshd_config but nothing??
What to do to enable this option??

Thanks in advance.

Assuming you're using OpenSSH, upgrade to 3.8.1p1 which supports forced
password changes on expiry.  (3.8p1 does too, but has a bug in some
