IIRC is an acronym meaning "If I Recall Correctly". "It" refers to the
LCD monitor.
In other words, what I said below was:
"Before I send this - I just remembered having a similar problem a
while
back with an LCD monitor. If I recall correctly, turning the LCD
monitor off and on again would correct it (but it was annoying)."
