Hi
The general idea is to take a huge (100 mb - 600 mb tiff file) map
raster file that covers about 15 square kilometers and put it into a
program as a background layer. Then define my own symbols of
waterpipes, cable-tv pipes, cable-tv grey ground booths, and so on, and
then paint them onto separate layers with the map behind it all.
I was thinking a GIS app, but which one ?
No fancy features are requires, just a huge map, layers, symbols and if
not too much to ask, ability to store lat,lon coords for specified
points and be able to calculate distance beetween them.

Any help in finding such an app is appreciated.
Free prefereably, but some low cost is not a problem.

Over 15 square km the curvature of the earth is not a problem, so
you'd make life, distance calculation, and plotting to screen much
easier (and therefore faster) by using a square mapping grid.

Hmm i must have misread the software tip :-)
I found something named OCAD that lets me do this stuff, but
I'd like to hear your suggestions.. meybe there's an app that suits
my needs better...

Take a look at Map Maker, at www.mapmaker.com. It has a free
version. In the free version you can't design your own symbols, but
if somebody else has designed what you want, using the "pro" version,
you can import them.

There are two programs which grew up for handling GPS data which
might do what you want. They are OziExplorer, and GPSU (gps
utility). See www.oziexplorer.com and www.gpsu.co.uk. I don't know
whether they think in layers as such, but by grouping "routes" or
"waypoints" into categories, you might be able to achieve the same
thing.

I don't know about size limits for the background layer. If you
can't do it as one large file, you could probably have several
smaller "tiles", using one or more pieces as needed. That might even
be a good idea on general principles, just to speed up processing.

The pro version of Map Maker, if it isn't a full scale GIS system, is
pretty close, and likelier easier to use. The rival brand, which
sounds even more professional, is Manifold, see www.manifold.net.
Neither of these is cheap shareware, but at least they don't have the
breathtaking prices and complexity of the traditional GIS systems.
